Blame the recession. Owing to a global surplus of heroin, cocaine, and marijuana, even the drug trade took a big hit last year.
However the CIA has a great kid’s page on their website, especially the Games Page: https://www.cia.gov/kids-page/games/index.html
I think they are missing a golden marketing opportunity here. What they really need to do is to feature some online games they could charge for (like on-line Poker). Then once they capture substantial market share, they could make a deal with either Microsoft or Nintendo and move into the video game market.
