According to the English Wikipedia page about the Galician Parliament https://en.wikipedia.org/wiki/Parliament_of_Galicia, the Parliament of Galicia has amongst its functions āto exercise legislative power,ā and āto control the executive branch or Xunta de Galicia, https://en.wikipedia.org/wiki/Xunta_de_Galicia ā. The problem is that the party (every party) that wins the, in this case, Ā Galician Regional Elections, held every four years, also holds, normally, the majority of the seats in the Parliament of Galicia and, in this way, the principle of ānon-confusion between the figure of the controller and that of the one to be controlledā results systematically, one (autonomic or regional) election after another, violated, broken. Those who hold the power are, at the same time, those in charge of controlling Ā those who hold the power. A vicious circle, as in Lou ReedĀ“s song,Ā https://www.youtube.com/watch?v=Sy3dWmGhYco

The “Galician model” is the one applied Ā in Greece, too, for instance Ā (where the party that wins the elections gets a bonus of 50 additional seats in the Hellenic Parliament, for promoting “stability”):Ā Elections in Greece – Wikipedia
